Islamabad: According to a high level source prior to development of Islamic State (IS) Khorasan Province claimed that head of ISIS Abu Bakr al-Baghdadi has appointed a low ranked former Afghan militant commander Molve Abdul Haseeb as new chief of Islamic State (IS) Khorasan Province. Announcement of his appointment has been delayed due to death of Islamic State spokesman Abu Muhammad al-Adnani, who was reportedly killed fighting with Bashr ul Asas troops in Aleppo, Syria. But Islamic State(IS) wanted to keep appointment of new Khorasan chief secret due to security reasons, source claimed.
The post of Khorasan Province of Islamic State (IS) chief was vacant since the death of Hafiz Saeed Khan, whom death was confirmed by United States, Afghan Government and Afghan ambassador to Pakistan Hazrat Omar Zakhilwal while talking with Reuters news agency that chief of Khorasan province got killed in a US Drone attack on July 26, in Kot district of Afghanistan’s Nangharhar province. A top US and NATO forces commander in Afghanistan General John W Nicholson also spoke about the death of Hafiz Saeed Khan which was latter confirmed by Pentagon spokesperson, Gordon Trowbridge, On 12 August 2016.
According to sources the shura of Khorasan Province of Islamic State (IS) after a long consultation unanimously recommend the two names Hafiz Daulat khan and Molvi Abdul Haseeb as successor of Hafiz Saeed Khan to ISIS Abu Bakr al-Baghdadi. And it is said that Molvi Abdul Haseeb was favorite to be appointed as new chief of Khorasan prvovince of Islamic State (IS) for some reasons.
Who is Molvi Abdul Haseeb?
According to sources Molvi Abdul Haseeb a proposed new chief of Khorasan Province of Islamic State (IS) belongs to logar province of Afghanistan. In his mid thirty Molvi Abdul Haseeb a salafi militant got education in two famous seminaries of Peshawar controlled by Jama’at al-Da’wa ila al-Quran wal-Sunna (JDQS). He got his early education form Jamia Imam Bukhari run by Haji Inyat ur Rehman son of late Sheikh Jamil Rehman. Latter he studied at Ganj madrassa, in Peshawar headed by Abu Mohammad Aminullah Peshawari.
Abu Mohammed Ameen al-Peshawari, is a wanted terrorist by FBI for questioning in connection with providing material support to Al Qaeda and the Taliban with the aid of a Pakistan-based terrorist group, Lashkar-e-Taiba (LeT) headed by Hafiz Saeed.
Shaykh Aminullah is the founder and director of the Ganj Madrassa, a religious institution, in august 2013 The US Treasury has imposed economic sanctions on Ganj Madrassa blaming that it was working as “terrorist training centre” which provides support to al-Qaeda and the Taliban. Since then Aminullah Peshawari fled Peshawar and living at undisclosed place.
According to source the main reason of appointment of Molvi Abdul Haseeb as new chief of Khorasan Province is his working relationship and coordination with former IS head Hafiz Saeed Khan Since the creation of Islamic State (IS) Khorasan Province in 2014. he worked as deputy of late Hafiz Saeed Khan and fully awarded about all the contacts and command structure, and one of the prime reason being appointed as new chief is he also belongs to salaifi school of thought, the same sect which ISIS chief Baghadadi has, claimed the source.
If he is appointed he will be the third top seed salafi of Afghanistan who became the part of Islamic State (Daesh) after Abdul Rahim Muslim Dost a former Guantanamo prisoner and Molvi Abdul Qahir.
Khorasan Province of Islamic State (IS)?
In October 2014, Shahid ullah Shahid former TTP spokesman pledged allegiance to the Islamic State (IS) led by Abu Bakar al Baghdadi through a video message saying, “the Quran makes it mandatory for the Muslims to follow their Caliph and I am requesting Abu Bakar Al Baghdadi to accept me as a follower.” On the occasion five other TTP leaders who pledged allegiance to the Islamic State were Hafiz Saeed Khan, the TTP chief in Orakzai Agency; Hafiz Quran Dolat, TTP chief in Kurram Agency; Gul Zaman, TTP chief in Khyber Agency, Mufti Hassan, TTP chief in Peshawar, and Khalid Mansoor, the TTP chief in Hangu.
In January 2015 Abu Bakar Al Baghdadi officially appointed a former commander of the Tehrik-e-Taliban Pakistan (TTP), Hafiz Saeed Khan, as the ameer of the Khorasan chapter (which includes Pakistan) of Daish or the Islamic State (IS), and former Taliban commander Abdul Rauf Khadim as his deputy, who was killed in a drone strike in February 2015. ISIS official spokesman Abu Muhammad al-Adnani released an audio statement in which he accepted the pledge of allegiance and announced the expansion of ISIS caliphate with the creation of Wilayat Khorasan (Khurasan Province).
Before Hafiz saeed Khan appointment Abdul Rahim Muslim Dost a former Guantanamo prisoner was working as interim head of the Khorasan chapter of the IS which includes Pakistani, India, Afghanistan, Iran and some Central Asian territories.
In September 2015, US Department of State designated Hafiz Saeed Khan as Specially Designated Global Terrorists (SDGTs) under Executive Order (E.O.) 13224. And latter in January 2016, The Department of State announced the designation of Islamic State (IS) Khorasan Province as a Foreign Terrorist Organization (FTO) under Section 219 of the Immigration and Nationality Act.
